Former President Benigno Aquino III, former Interior Sec. Mar Roxas, Sen. De Lima and four more government officials faced graft and plunder charges after they allegedly transfer gold bars worth $141-Billion to Thailand. The case filed is based on the BSP circular signed by the government officials.
Aside from Pres. PNoy, Mar Roxas and De Lima, the four more officials involved were Sen. Franklin Drilon, former Finance Sec. Cesar Purisima, Treasury Department Chief Dealer Lorelei Fernandez and Bangko Sentral Governor Amando Tetangco Jr.
The case filed was based on the Bangko Sentral ng Pilipinas (BSP) Circular about the 3,500 metric tons of gold that was transferred to the Bank of Thailand last December 2014 under the administration of Pres. PNoy Aquino.
The complainant Atty. Fernando Perito and former BSP Examiner Rogelio Cantoria claimed that the BSP circular they used as basis in the case against PNoy et.al came from the national government through the Freedom of Information Policy.
The said documents or the circular went viral last June 2016 on social media after it was shared by a certain Rolando Polasan.
The circular was allegedly signed by BSP Government Tetangco, Sen. Franklin Drilon, former Department of Justice Secretary Leila De Lima, former Finance Sec. Cesar Purisima and Treasury Dept. Chief dealer Lorelei Fernandez.
