Veteran policy analyst and political strategist Malou Tiquia questions the leadership of the Philippine Senate for allowing a perjurer to use the Senate Premise in a press conference. SPO3 Arthur Lascanas who earlier testified under oath backtracked from his previous statements and accused Pres. Duterte as head of DDS.
According to the columnist at The Manila Times, Malou Tiquia, she did not watch the presser done yesterday morning by retired SPO3 Arthur Lascanas featuring the presence of three human rights lawyers from FLAG, namely Padilla, Sanidad and Diokno.
Malou Tiquia noted that the presence of a perjurer and three human rights lawyers say much. The concerned netizen made an initial question is can anyone use the Senate premises and with the seal at that, do a presser?

I was not watching the presser done yesterday morning by retired SPO3 Arthur Lascanas. He said a mouthful, practically “recanting” his statement before the Gordon-led Committee on Justice and Human Rights. What got me to check it was the presence of three human rights lawyers from FLAG. The glow of these 3 people (Padilla, Sanidad and Diokno) lent more to the occasion than the “truths” as told by Lascanas. A perjurer and 3 human rights lawyers say much. But then again, the messages and the framing mattered: a perjurer and 3 human rights lawyers and please, we are not even discussing honor.
My initial question is can anyone use the Senate premises and with the seal at that, do a presser? Is that privilege accorded to anyone? Much more a person who has perjured himself? Who was the Senator responsible for such act? Why was the Senator not present? And that like a thief in the night, just before the plenary session ended, Sen. Trillanes stood and moved for the press conference to be referred to a Standing Committee (Justice) to conduct an inquiry in aid of legislation. And the Majority Floor, without studying the ramifications of the said motion as the Rules Committee is mandated to do, agreed to the referral. The motion was carried since the presiding officer, Sen. Honasan, approved it.
What is the impact of such motion? Section 2 of the Rules of Procedure Governing Inquiries In Aid of Legislation states:
So was the move by the perjurer and 3 human rights lawyers within the purview of the Rules of the Senate? Clearly Section 6 of the Rules states:
Was the motion to refer the presser by Sen. Trillanes correct?
Is the Senate so low that a press conference can be the subject of an inquiry in aid of legislation? Why are the Senators allowing these acts? Why is the leadership allowing the Senate to be ruined? Or these 24 Senators do not care anymore for so long as the exigencies of politics will be the play, horse trading would be the order of the day?
Clearly, there was a play and the play was allowed to develop and cap the day. And you claim to have a super majority? of what? Trillanes, et al. are throwing muck and there is no majority throwing the rules on them. The rules, Senators, the rules!
